Is there a way to direct all http traffic to https on the default site?

No. RequireSSL can only be used inside a VirtualHost section.

I was hoping to gracefully force SSL even on the default site when people try to connect via non-SSL. Any thoughts?

You should not use the default host for a website. Use your IP address as the hostname of the default host and give it a blank page. Web vulnerability scanners can websites by its IP address. Use a VirtualHost for your websites.
