Not the sharpest tool in the shed but after an hour or so messing with iis on an xp box, I searched for puppylinux webserver and Hiawatha came up.
Installed it and in less that 5 minutes I have a running server for my peculiar and basic need.

I also think you should accept donations so that we can support the growth of the project.

Sending me money isn't helping the project. I already have a well paid job. What I need is more users helping me out with stuff like improving documentation, testing and debugging Hiawatha, creating UrlToolkit rules for CMSes and frameworks or even sending me patches for new functionality.
