UseGZfile help

I'm at a loss for Hiawatha sending gz files instead of the original files.
I have UseGZfile = yes in both the main Hiawatha.conf file as well as in the VirtualHost and I've made gz files in the same directories as the files with full permissions 777 (just to test incase).
The logs show no errors, the log does show that the web browser says it can accept gzip, deflate but is only being sent the orginal files.
Any ideas appreciated.

Operating System: Openwrt Kernel 3.14.16

Could caching be the issue?
