How to put the UserDir directive in htpd.conf ? For example - instead of public_html I want to call them usr_html.

the 'public_html' directory is hardcoded in Hiawatha. So, you can't change it in usr_html. But I'll consider it a feature-request, so it will be available in the next release. Since 5.7 was released last weekend, don't expect this next release to be released soon.
