Yes, that is possible via the UploadSpeed setting.

So from waht I read, I am righ to think that I cannot set a limit of for example 4GB monthly in Hiawiatha?
Could you tell me if you are aware of any tool that could do that?
I host many sites and need a way to controle the network usage

No. I also am not aware of any such tool.
