How about:
UploadExtensions = (allow|deny) extension [, (allow|deny) extension] ?

Also, "BlockExtensions" does not suggest that it restricts only uploads.

Restricting the uploading of files with certain extensions should be done in the web application, not the webserver. It is not very efficient to do that in a webserver.
