I found a problem in the manpages for wigwam tool. Here http://hiawatha-webserver.org/manpages/wigwam#lbAC on the first line, and here http://hiawatha-webserver.org/manpages/wigwam#lbAE you mention the option "-r" for toolkit testing, but you probably mean "-t".
It looks the same in the manpages (man wigwam). It took me a while to figure out how to test my toolkit rules... :-)
