libssl-dev dont work

Hiawatha version: 7.3
Operating System: OpenBSD 4.7

Hello There,

i hope you can help.
After i do the config/make/make install steps i recieve errors in line 920 and line 398 of the Makefile.
I already installed openssl so i wonder why it doesnt work. I recieve the same errors if i disable ssl, any idea?
