Your configuration seems oke. On some systems, the /tmp directory has some restrictions. Any restrictions on your /tmp directory, the executable-bit on files for example?

No its ok about the restrictions i checked all files mod. When i tried 192.aaa.aaa.aaa i saw hiawatha congratulation page so it seems ok about hiawatha but when i try 192.aaa.aaa.aaa:3802 i got the forbidden error. But nothing in log files.
